Why heat mitigation alone is no longer enough

For decades, heat risk has been managed through avoidance: shade, rest breaks, hydration and environmental controls. These measures remain important, but they are no longer sufficient.

  • exposure is prolonged, not occasional

  • work intensity remains high

  • humidity and recovery limitations compound risk
